2035 Comprehensive Plan
The 2035 Comprehensive Plan establishes the long-range vision, goals, and policies guiding growth and development in the Ketchikan Gateway Borough through the year 2035.
Adopted by the Borough Assembly on February 2, 2026, following extensive public engagement and Planning Commission review, the Plan provides the policy framework for land use decisions, infrastructure planning, housing strategies, economic development, and environmental stewardship.
The Comprehensive Plan serves as the foundation for regulatory decisions, including rezones, subdivisions, conditional use permits, and other legislative land use actions.

๐บ Future Land Use Map (FLUM)
The Future Land Use Map illustrates the planned development pattern across the Borough and serves as a policy guide for zoning and land use decisions.
The FLUM is available as a separate document and may also be accessed through the Borough’s GIS mapping platform, where available.

๐ Implementation
The Comprehensive Plan includes implementation strategies intended to:
- Guide updates to Borough code
- Inform capital improvement planning
- Coordinate infrastructure and service expansion
- Align regulatory decisions with community vision
Land use decisions by the Planning Commission and Borough Assembly are evaluated for consistency with the goals and policies of the Comprehensive Plan.
