What Is a Subdivision?
A subdivision divides land into two or more lots, tracts, or parcels for sale, lease, or development. Subdivision review occurs in two phases: Preliminary Plat and Final Plat approval.
What Is a Preliminary Plat?
The Preliminary Plat is the initial subdivision plan submitted for review. It is drawn in conformance with Borough requirements and reviewed by the Planning Commission serving as the Platting Authority. Preliminary approval establishes the layout and any conditions that must be satisfied prior to final approval.
What Is a Final Plat?
The Final Plat is the formal subdivision drawing prepared in accordance with Borough code and state law. The Final Plat incorporates all conditions of Preliminary Plat approval. Once approved, it is recorded in the Ketchikan Recording District.
Pre-Application Meeting (Required)
Before submitting a Preliminary Plat application, the applicant must meet with a Planner to:
- Discuss the proposed subdivision
- Review requirements
- Submit a preliminary sketch for feedback

What Is a Plat Alteration?
A Plat Alteration modifies an existing recorded plat. This process is used when changing lot lines, easements, dedications, or other elements shown on a previously recorded subdivision plat.
A Plat Alteration does not create new lots unless processed as part of a subdivision action.
When Is This Required?
You may need a Plat Alteration if:
- Adjusting lot lines within a recorded subdivision
- Modifying or vacating easements
- Changing building setback lines shown on a plat
- Correcting errors on a recorded plat
Planning staff can help determine whether a Plat Alteration or a Subdivision application is required.
Pre-Application (Required)
- Prior to submission of application, the applicant will meet with a Planner to discuss plans and submit a preliminary sketch plat for review.

What Is an Abbreviated Plat?
An Abbreviated Plat is a simplified platting process used for minor land divisions or lot line adjustments that meet specific criteria under Borough code. This process is intended for minor changes that do not require full subdivision review.
When Is This Required?
You may qualify for an Abbreviated Plat if:
- Adjusting lot lines between existing parcels
- Creating a small number of lots consistent with code requirements
- No new public improvements are required
- The proposal meets the criteria for abbreviated review under Title 16
Planning staff will determine whether your project qualifies.
Pre-Application
- Prior to submission of the application, the applicant will meet with a Planner to discuss plans and submit a preliminary sketch plat for review.

Review Process
- Application submitted to Planning
- Staff review for compliance
- Agency review (as applicable)
- Administrative approval (if eligible)
- Recording in the Ketchikan Recording District
